

Mark Pinsley is the elected Controller of Lehigh County, Pennsylvania, serving since January 2020. As Controller, he oversees the county’s independent audit function, which is responsible for promoting fiscal transparency, accountability, and efficiency across all departments.
The Controller’s Office, under Mark’s leadership, has conducted a variety of financial, compliance, and performance audits, and more complex policy-driven investigations throughout the county.

- Vehicle management audit to ensure compliance with county policies.
- Identified over $1.6 million in potential savings in the county’s healthcare spending by reforming prescription drug pricing and pharmacy benefit structures.
- Reviewed the prison phone contract, which highlighted excessive costs imposed on incarcerated individuals and their families.
- Analyzed cash bail practices in Lehigh County, documenting trends in bail amounts and offenses and exploring alternatives to reduce reliance on cash bail.
- Proposed a power-purchase agreement to transition county operations to 100% renewable energy.
- Recommended a composting and job training initiative for county inmates to reduce solid waste costs and support reentry efforts.
Mark holds a Bachelor of Science in Business Administration (BSBA) from Northeastern University and an MBA from Indiana University’s Kelley School of Business. At age 19, Mark joined the U.S. Army Reserves, serving for six years and gaining the discipline and direction that would shape his future. He worked in the private sector managing large-scale operations, marketing, and budgets for domestic and international corporations.
