The Redevelopment Authority of Lehigh County (RALC) was formed in 1971 but was inactive for many years before being reconstituted in May 2023.
The service area of the RALC includes all municipalities in Lehigh County; however the City of Allentown and the City of Bethlehem have formed separate redevelopment authorities that undertake redevelopment projects within those jurisdictions.

NOTICE OF 2026 REDEVELOPMENT AUTHORITY OF LEHIGH COUNTY MONTHLY MEETING SCHEDULE
The Redevelopment Authority of Lehigh County will conduct public meetings on the following dates for the period January through December 2026:
January 15, February 5, March 5, April 2, May 7 (in-person), June 4, July 2, August 6, September 3, October 1, November 5 (in-person), and December 3
The meetings will be conducted via ZOOM and are scheduled for 9:00 a.m. with the exception of May 7 and November 5 which will be in-person meetings held in Room 436, Lehigh County Government Center, 17 S. 7th St., Allentown PA 18101.

The first phase of the project is expected to move ahead in late fall 2026. This phase will include the rehabilitation of the former Depot Building along with the construction of townhouses and market-rate apartments. Iron Works Development Group, an off-shoot of VM Development Group of Easton, is the project developer. Funding for pre-development costs totaling $95,000 has been secured by the Authority. These funds have been provided to the developer to prepare preliminary land development plans and for additional floodplain study work.
In December 2025, the Authority received $350,000 in funding through the Commonwealth to construct a retaining wall with the goal of widening Front Street to make it a two-way street with parking on both sides. It is expected that the design of the retaining wall will move ahead by the fall of 2026.
Elias Property Group, the owner-developer, has provided the Authority with a concept plan for the proposed site in Whitehall Township and will be issuing an RFP for geo-technical services in the near future.
The Authority has been successful in securing over $150,000 in state funding that has been provided to the owner for environmental studies and updated topographic studies following the demolition of the building.
The Authority prepared a $2.5 million Redevelopment Assistance Capital Program Grant on behalf of Whitehall Township in September 2025. If approved, these funds would be used for on-site improvements including interior streets and underground utilities.
