While all children grow and develop in unique ways, some children experience delays in their development. In Pennsylvania, children with developmental delays benefit from a coordinated Early Intervention (EI) system that brings together parents, service providers, and other professionals who support young children with special needs. EI builds upon natural learning opportunities that occur within a child’s and family’s daily routines and activities.
EI is guided by a philosophy that promotes: Services and supports that enhance everyday learning opportunities in settings where children would typically be if they did not have a disability; Family independence, participation, and confidence; Respect for each family’s strengths, values, and cultural and linguistic diversity
EI services and supports are designed to meet the developmental needs of eligible children, as well as the needs of their families, by promoting development in one or more of the following areas: Physical development, including vision and hearing; Cognitive development; Communication development; Social and emotional development; Adaptive development
