Neighborhood Stabilization Program I

The purpose of the Neighborhood Stabilization Program (NSP) is to address the negative ramifications of the housing crisis that occurred over the past five years due to subprime mortgage lending practices.  Nationally, subprime mortgage lending resulted in a significant number of homeowners entering into foreclosure, with entire neighborhoods becoming vacant and abandoned.

Lehigh County in conjunction with our community partner, Northampton County, applied for and received funds from the Pennsylvania Department of Community and Economic Development to acquire and rehabilitate homes which were foreclosed and abandoned throughout the Lehigh Valley region.

    
The County of Lehigh used NSP funds for the purpose for which it was intended:

  • To promote neighborhood stabilization where subprime lending, foreclosure and housing vacancies have negatively affected the housing market.

The County through its developer has undertaken the acquisition and rehabilitation of 11 homes in the following communities:

  • Catasauqua Borough
  • Easton – West Ward region
  • Fountain Hill Borough
  • South Bethlehem
  • Wilson Borough
